DEPARTMENT OVERVIEW

UC Systemwide Procurement is the procurement/supply chain hub for the University of California system, with over $10 billion in annual spend. We partner with campus procurement offices to develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize spend and deliver positive social and environmental impact. Systemwide Procurement is transforming how UC purchases goods and services to maximize benefit to the UC system while improving quality and service to our campuses and beyond. We apply best-in-class sourcing methods with emphasis on sustainability and supplier diversity, invest in leading tools and technology, and cultivate strategic supplier partnerships to source the highest quality products and services for the absolute best value. Nationally, UC Procurement is a public procurement role model. As a lead agency for cooperative purchasing, UC contracts are leveraged by over 3,500 public education and government agencies in all 50 states. These organizations depend on and benefit from UC's expertise, knowledge, reputation, and economies of scale to minimize spend and maximize value. Our team of approximately 50 dedicated professionals is comprised of specialized portfolio sourcing managers, highly skilled data analysts, efficiency-driven business analysts, knowledgeable functional area administrators, and responsive support staff. UC Systemwide Procurement is a high-performing strategic department essential to the financial and operational health of the University of California, with high impact at the state and national levels.

POSITION SUMMARY

The Director, Procurement Innovation and Continuous Improvement, serves on the Systemwide Procurement Leadership Team (SWPLT) and leads execution of complex critical programs impacting broad constituencies across the University to achieve procurement excellence and meet the mission of the University. The Director is a collaborative leader in a matrixed organization, responsible for the delivery of creative, innovative and transformative procurement strategies and initiatives. This role directs an evolving portfolio of strategic, procurement-centered continuous improvement initiatives, enables data-driven informational excellence, supports organizational growth and development, and leads capability improvements. The Director supports and participates in decision-making with campus leaders across UC-wide Procurement and the members of the UC Procurement Leadership Council, consisting of all 10 UC Campus Procurement Officers. This newly established Director role is recognized as an influential leader with strong knowledge, experience and expertise in procurement best practices and actively monitors market trends for developing innovative concepts and promoting new ideas for the University. Working with abstract ideas and situations across functional areas across UC, the Director will often work with ambiguity and be positioned to build support for unprecedented initiatives. A strong influencer, the Director identifies and evaluates fundamental issues, providing strategy and direction for major functional areas. An effective collaborator, this leader works across functional areas, divisions, product groups or service areas to deliver the key objectives of procurement transformation.

Key Responsibilities

  • 55% DELIVER TRANSFORMATION AND CONTINUOUS IMPROVEMENT. Design, lead and deliver innovative process improvement solutions to transform and advance procurement throughout the 10-campus system. Implement partnerships to shift UC's supplier relationships to enterprise-level collaborative value additions focused on realizing value throughout the entire period of the supplier engagement. Lead sourcing and organizational development collaborations with other higher education procurement organizations. Lead an integrated project management portfolio of tools, processes, and best practices to support continuous improvement delivery across the organization. Launch student-focused programs to partner with suppliers to enhance the UC education and student experience for developing the next generation of procurement leaders. 
  • 20% ENABLE DATA-DRIVEN INFORMATIONAL EXCELLENCE. Drive initiatives across UC stakeholders and procurement functions to deliver greater value and benefit to the University. Align UC stakeholders in the adoption of enhanced results tracking, reporting and socializing of procurement activity through improved reporting and financial validation. Partner and collaborate on setting targets, populating data dashboards, and communicating information to stakeholders that provides transparency across UC procurement activity. Enable the delivery of tools and capabilities to enhance data analytics and achieve informational excellence for UC procurement. 
  • 15% LEAD ORGANIZATIONAL DEVELOPMENT AND CAPABILITY IMPROVEMENT. Lead organizational growth and development initiatives to enhance and improve capabilities for procurement professionals across UC. Deliver targeted procurement skill enhancement plans. Generate leadership development opportunities for procurement professionals across the University. Collaborate with leadership and cross-functional partners to ensure efficient compliance with key policy and procedural requirements. Develop and manage performance metrics and KPIs and recommend adjustments to strategies based on performance data. Lead, mentor and coach procurement and project management professionals, providing guidance and fostering professional development. Implement innovative and collaborative approaches to enhance overall effectiveness. Support delivery of change management plans across procurement functions. 
  • 10% MENTOR MATRIXED ORGANIZATION IN TRANSFORMATION. Mentor a team of project management, information systems, data analysts, strategic sourcing and communication professionals, fostering professional development and an innovative team culture to achieve organization's transformation goals. Provide guidance and direction and offer coaching and constructive feedback to ensure accountability and alignment of efforts to meet organization objectives.


Experience
Required Qualifications

  • Min 10 years Large-scale change management in a matrixed organization, which is also inclusive of a minimum of 5 years of direct strategic sourcing or procurement process experience.


Preferred Qualifications

  • Min 4 years Business Process Improvement Experience
  • Min 2 years Higher education experience.

Travel Requirements
25% Travel to UC campuses.

SPECIAL CONDITIONS

This position is eligible for a hybrid work arrangement within the state of California. The person hired is required to reside within California and is required to report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA on Tuesdays and Wednesdays, subject to change.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
