Job Summary

The Executive Director for Learning & Organization Development (ED-L&OD) is responsible for providing vision, leadership, strategic direction, management, and operational control of the Organization Development and Learning & Development functions at UC Davis and UC Davis Health.

This position is responsible for assessing the strategic, development, and operational needs of the institution from a Learning & Organizational Development perspective: identifying areas of opportunity and providing guidance through organizational assessments, interventions, change management solutions and leadership/professional development curricula.

The incumbent will lead the development of strategy to embed organizational and leadership/management & professional development best practices across UC Davis at its academic and health campuses. This includes, but is not limited to facilitating assessments, designing strategic learning and development solutions, strategic planning, as well as culture-change and process-oriented approaches and projects, including all of the leadership development, and people-related aspects needed to enhance institutional and people performance.

This senior leader will consult with other leaders, departments, and committees to address root causes of organizational effectiveness issues, identify people development needs, and then lead the development and implementation of learning and organizational development solutions to address challenges.

In partnership with the Chief HR Officer, HR Leadership team, and all HR Operating Units, the ED-L&OD facilitates a culture of diversity & inclusion, employee engagement, organizational excellence, and continuous improvement across the University. This position also serves as an integral member of the HR Senior Leadership team.

Department Purpose

L&OD is responsible for overseeing the performance and effectiveness of two highly specialized functions: (1) Organizational Development; and (2) Learning and Development. The team is staffed by professionals who are experts in their fields with in-depth experience, professional certifications, and deep expertise. L&OD has significant responsibility to achieve broadly stated goals with far-reaching impact. The ED, along with subordinate managers and stakeholders, determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. L&OD is responsible for proactively assessing risk to establish systems and procedures to protect organizational assets, developing systems and procedures that promote the department purpose, and determining strategies for programs/initiatives with organization wide impact. The team must have thorough knowledge of organization development, organizational effectiveness, leadership/management/ professional development, executive leadership coaching, and strategic planning. The team autonomously leads learning, organizational development and improvement consulting services and initiatives for the organization; manages highly experienced professional level management staff; assumes responsibility for the quality of work produced by their staff; establishes operational objectives and work plans; and delegates assignments to subordinates. L&OD is responsible for establishing goals and objectives in support of UCD/UCDH and systemwide learning and organizational effectiveness. The team is responsible for managing, preparing, administering, and directing resources. In addition, the team must review and approve recommendations for functional programs, as well as be involved in developing, modifying and executing policies that affect immediate operation(s) which may also have campus or systemwide impact.

The ED-L&OD ensures HR, HRBPs and HR liaisons have the tools and support required to work directly with their departments at both the academic and health campuses, providing expert support for HR initiatives such as performance management, employee engagement, employee recognition, succession planning, and curricula to support the skill development needs of their staff, supervisors, and managers. Leads functions related to building internal leadership capacity, change management and continuous improvement in HR. Implements and operationalizes strategies to improve customer satisfaction, maximize efficiency and effectiveness, and achieve diversity and inclusion goals and policy objectives.

Learning and Organizational Development supports approximately 26,000 staff, faculty, and students (Faculty and Academic; 4,500 FTE; Staff 16,500 FTE; Student Employees 5,000 FTE) and there are approximately fifteen (15) collective agreements for unionized staff, as well as personnel policies for Senior Management, Management, Professional, Support and Academic staff.

 

Minimum Qualifications

  • Bachelor's degree in organizational development, human resources, business administration, management, or any related field.
  • Minimum ten (10) years of increasing responsibility and directly related experience, including three years senior management experience in an organization of significant size, diversity, and complexity; experience leading with practices and principles that support inclusivity and belonging across organizations.
  • Demonstrated experience as a Learning and Organizational Development Professional/Practitioner.
  • Practical experience in developing strategy, organizing, and managing organizational development and/or learning and talent development functions to include oversight of full enterprise wide curricula.
  • Experience in developing, implementing, and evaluating strategies to align services in a multidisciplinary organization so as to achieve the utmost efficiency and effectiveness.
  • Demonstrated knowledge and ability to manage change and create innovative solutions for complex and diverse issues through the use of strategic thinking, taking into account long-term goals, and assessing options and implications.
  • Exceptional communication skills that demonstrate the ability to: translate complex matters; liaise with diverse audiences; collaborate with, coach, and teach at all levels of the organization.

  • Experience in higher education and health care environments. Demonstrated leadership skills, including ability and comfort with identifying risks, decision making, risk mitigation, coaching, training/development (for employees and leaders), organizational development, and the ability to inspire and build confidence in stakeholders and staff.
  • Experience in fostering partnerships and building a climate of cooperation, managing diverse human, financial, and physical resources in a changing and multifaceted environment with diverse, complex, and sensitive issues.
  • Ability and skill to be a dynamic leader who inspires a high performing workforce, relentless pursuit of continuous improvement and organizational effectiveness.
  • Demonstrated success leading change and integrating organizational strategies and initiatives that add value.
  • Demonstrated management effectiveness to include: removing barriers and addressing conflicts diplomatically and promptly, assuming responsibility for successful execution, honoring commitments, protecting confidentiality, setting high standards of performance for self and team, developing and communicating personal vision, delegating responsibility, allocating decision authority to appropriate levels developing metrics and team systems to track performance progress, setting and aligning strategy, seen as a model of honesty and integrity.

Work Environment

  • Under the provisions of the Political Reform Act of 1974, the successful candidate will be required to file a Statement of Economic Interests.Personally responsible for following health and safety guidelines/instructions.
  • Must be able to travel regularly between UC Davis sites in Sacramento and Davis.
  • Must be able to travel outside the local area for overnight meetings and conferences. Must be comfortable in a flexible work environment, whereby priorities will shift on a regular basis.
