DEPARTMENT OVERVIEW

Department Overview
UC Systemwide Procurement is the procurement/supply chain hub for the University of California system, with over $10 billion in annual spend. We partner with campus procurement offices to develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize spend and deliver positive social and environmental impact. Systemwide Procurement is transforming how UC purchases goods and services to maximize benefit to the UC system while improving quality and service to our campuses and beyond. We apply best-in-class sourcing methods with emphasis on sustainability and supplier diversity, invest in leading tools and technology, and cultivate strategic supplier partnerships to source the highest quality products and services for the absolute best value. Nationally, UC Procurement is a public procurement role model. As a lead agency for cooperative purchasing, UC contracts are leveraged by over 3,500 public education and government agencies in all 50 states. Our team of approximately 50 dedicated professionals is comprised of specialized portfolio sourcing managers, highly skilled data analysts, efficiency-driven business analysts, knowledgeable functional area administrators, and responsive support staff. UC Systemwide Procurement is a high-performing strategic department essential to the financial and operational health of the University of California, with high impact at the state and national levels. Our objective is to bring multiple facets of value to The University. 

Position Summary
Provides broad oversight of ALL of the activities underway to transform operations including behaviors, processes, systems and data to ensure SW Procurement delivers integrated transformation solutions. Leads facilitation of other senior managers in establishing strategic plans and objectives for organizational development, effectiveness and strategic planning across the entire UC systems. Makes decisions on organizational consulting matters and ensures achievement of objectives that impact Procurement and stakeholders across all locations in the UC System. Responsible for managing and directing a large department as well as cross-campus organizational developments program(s). Builds and implements the infrastructure for transformation work to ensure consistency in transformation methods and improved effectiveness in including resource management, stakeholder engagement, project management and increased results deliver across the entire UC system, via very close collaboration and leadership of initiatives delivered on partnership with Campus Procurement. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have a serious impact on the overall success of department, division, or system. Responsible for departmental results, including costs, allocation of resources, methods and staffing. Manages multiple organizational development functions, with subordinate managers responsible for each specific OD function. Identifies functional objectives for the organization and determines the resources necessary to achieve those objectives. 

Key Responsibilities

  • 60% ORGANIZATIONAL TRANSFORMATION: • Broad oversight of ALL Systemwide Procurement Transformation activities -- advises senior management on matters concerning several functional areas, departments and / or customers. • Establishes cross-campus Integrated Project Management processes • Influences and consults with leaders across the system to improve processes, systems and organizational capability to improve overall organizational effectiveness. • Builds Continuous Improvement capability and processes across Procurement at all locations • Leads overall establishment of Extended Leadership Team and Big Shift Focus Groups to drive cultural shifts across Systemwide and Campus Procurement • Leads, prepares, administers, and directs organization-wide programs. Coordinates organizational development activities for other UC locations or external organizations. • Influences and consults with systemwide leaders to enhance system strengths and address challenges to improve overall organizational effectiveness.
  • 30% STRATEGIC PLANNING AND IMPLEMENTATION: • Leading key cross-Division Strat Plan Goals – e.g., Finance Division COE. • Multi-location influencing, training and process alignment • Managing contractors who are delivering new capabilities • Regularly participates with other senior-level managers to establish strategic plans and objectives; influence, persuade and advise other high-level managers. • Frames systemic organizational issues and approaches to advance major system initiatives. • Advises senior management on matters concerning several functional areas, departments and / or customers. • Oversees analysis and policy development for issues and processes. Plans, designs, influences and implements organization-wide processes. • Represents the Systemwide Procurement in organization-wide meetings and discussions. 
  • 5% DEPARTMENT OPERATIONS: • Budgeting and financial management -- Responsible for directing and overseeing budgeting, managing expense priorities, recommending and implementing changes to methods, the development of strategy, unit planning, staffing, programs and other organizational development activities. • Human resource management • Supporting Recruiting and Organizational changes including the establishment of the “Procurement Academy” curriculum of key skills enhancement and people development. • Advises senior management on matters concerning several functional areas, departments and / or customers. • Manages, prepares, administers, and directs organization-wide programs including oversee organizational development and capability building activities for other UC locations or external organizations. • Facilities and office management 
  • 5% PEOPLE MANAGEMENT: • Reports: 13 Total FTE's, including two M2's • Assists Systemwide Procurement Department leadership in developing and implementing updated Talent Management and People Development processes which are focused on raising the skill profile of UC Procurement by increasing capability for strategic relationship management, instilling Continuous Improvement processes and mindset, and driving the targeted cultural shifts for increased results, improved end user experiences, and richer colleague career experiences. 


Experience
Required Qualifications

  • Minimum of 12 years of experience in Organizational Development and Process Improvement

Preferred Qualifications

  • Advanced skills in strategy development, systems planning and change management.
  • Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department. Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Able to interpret and communicate, both verbally and in writing, highly complex, and often highly technical information in a clear and concise manner.
  • Advanced knowledge of organizational theory and ability to translate into practice and advanced knowledge of organizational consulting.
  • Advanced project management skills.
  • Skills in establishing and implementing customer service standards.


Education
Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training

  • Graduate degree in related area

Travel Requirements
15% Primarily Campus Visits

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired will be required to reside in the state of California and may be asked to report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA at least two days per week, subject to change.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position
