Under the direction of the Associate Director of Real Estate Services and in high level coordination with the Executive Director/RES and the University Architect, the Project Manager of Capital Projects (PM4) is responsible for the delivery of capital projects of typically large-scale using the Public-Private Partnership (P3) delivery method; a partnership between private developers and land owners to secure facilities and housing for campus users. P3 projects are typically realized through leases and other real estate agreements; often leveraging investment by the private sector solely or in addition to University investment to realize the goals of the University.

Projects typically involve budgets between $200M and $1B or more and will involve substantial architectural impact on the campus or surrounding area, each requiring Chancellor and UC Board of Regents approval. PM4 is responsible for the direction of design and engineering professionals of multiple disciplines. Projects may require original needs assessment and use programming, and are will greatly vary as to the complexity of high technology elements and/or complex engineering. Manage and execute projects with primary responsibility as the Owner's Representative, or manage elements of larger projects under a higher level peer, such as the Associate Director/RES or Executive Director/RES. The PM4 has responsibility for the implementation of these projects from programming and design through project completion and warranty. Performs work with a high level of independence.

Responsible for the design, implementation and coordination of complex technical systems, programs, or other customized construction activities within the area of expertise including areas of emerging technology.

Establishes project milestones and schedules, prepares cost estimates, functional studies, construction plans and specifications and monitors for adherence to master plans, budgets and schedules.

The PM4 in this unit will focus primarily on P3 projects varying in size and complexity.

This role requires the following:

  •           Specific expertise with ground up real estate development or capital projects within a large capital program.
  •           PM4 will work independently within a group of approximately 5-10 professionals.
  •           Projects executed within this group are not traditional capital projects rather rely on business partnerships with landlords and developers.
  •           Candidate's experience may include working as an Owner's Representative.
  •           Candidate may have verified experience outside of design professions in real estate development or capital project management.
  •           Both design and construction phase project management skills required.

WORK ENVIRONMENT

  • Construction sites, physical plant operations and office.
  • Work occasional evenings and weekends as required to meet operational needs. Occasional travel. Employee is personally responsible for following and adhering to safety policies and procedures.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  •           8 years experience managing real estate development or capital projects, including responsibility for the leadership and/or coordination of project teams and the development and management of project budgets and schedules.
  •           Demonstrated experience with design and construction contracts, real estate law, contract law, and construction claims procedures.

Minimum Knowledge, Skills, and Abilities (KSA):

  •           Written communication skills to prepare clear, concise, and professional reports and correspondence. Expert written, verbal, and interpersonal skills, including expert level political acumen and negotiation skills.
  •           Knowledge of architectural, engineering, and construction practices; familiarity with California and applicable building codes and regulations; and professional experience to effectively direct and review the preparation of design and construction documents, review and approve contractor submittals, and to effectively resolve field problems during construction.
  •           Financial skills to prepare, monitor, and manage detailed project budgets, evaluate independent cost estimates, and review and approve payment requests.
  •           Skill in building, maintaining and nurturing strong professional relationships to achieve short- and long-range program implementation goals.
  •           Skill in advising and consulting with all levels of management and / or capital planning, budgeting and construction professionals.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:  

  •           Experience managing architectural capital projects in a university campus environment.
  •           Experience with a wide range of project types such as research laboratories, bioscience labs/offices, classrooms, lecture halls, academic and administrative offices, multi-family housing, student housing, food service facilities, recreational facilities, campus or subdivision planning and infrastructure.
  •           Experience in the execution of projects using Public-Private Partnership (P3) delivery methods.
  •           Knowledge and experience with the policies, procedures and practices specific to capital project administration for the University of California and the Davis campus.
  •           Demonstrated experience with public contracting code. Experience drafting modifications to agreements in coordination with legal counsel.
