Departmental Overview

The College of Letters & Science (L&S) is comprised of six divisions (Arts & Humanities, Biological Sciences, Mathematical and Physical Sciences, Social Sciences, Undergraduate Division and L&S Core), which includes 38 academic departments, over 800 faculty and 25,000 students.The L&S Deans' Office, within the L&S Core, houses the divisional deans and their core staff, who support the activities of the entire College.

Responsibilities

Applies advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future performance and / or resource allocations in all areas of graduate student funding management for College of Letters & Science graduate programs.

Provides analytical support to all the L&S divisions and the 50 graduate programs they administer including analyzing, researching, planning, and implementing complex financial plans in all aspects of graduate student funding management in the L&S divisions and its individual graduate programs. Produces detailed and summary reports, models, forecasts, and recommendations for resource allocations. Advises divisional leadership and L&S departments on step placement and off-scale salary setting for GSIs. Advises divisional deans on cohort sizing and admissions strategies.

Responsible for providing analytical support for highly complex budget, financial, and resource projects dealing directly with major department managers and / or outside constituents. Serves as liaison with internal and external constituents.

  • Works directly with GSAOs, HGAs, managers, chairs, CAOs and deans on graduate student funding matters for the 50 graduate programs in L&S.
  • Serves on campus-level task forces on matters relating to graduate student appointments and bargaining unit contract implementation.
  • Evaluate funding capacity by program and refine cohort funding models. Meet with individual units to advise on optimal funding strategies.
  • Creates an inventory of the hundreds of potentially available funding sources (including restricted gifts and endowments) and advise on maximum utilization consistent with specific fund terms.

Gathers, analyzes, prepares, and summarizes recommendations for complex financial and / or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc.. Generates, modifies, and conceives of new financial and other resource reports; provides strategic planning and modeling; completes analysis and forecasting of available resources; and makes recommendations for maximizing financial or other resource outcomes for graduate student funding in all L&S graduate programs.

  • Projects include analysis and advice on the distribution of Berkeley, Chancellor's, Dean's and Department Fellowships for the 50 graduate programs in the L&S divisions.
  • Performs complex modeling on financial resources, historic trends, yield and cohort costs for the 50 graduate programs in the L&S divisions.
  • Identifies potential resources to supplement TAS allocations (departmentally restricted fellowship funds, block grants, etc.)
  • Models ASE costs for FY23, FY24 and FY25 for L&S divisions
  • Analyze available resources at the program level and make recommendations to deans on the distribution of campus and decanal fellowship allocations.

Performs complex financial and resource research and studies for both internal departments and external constituents. Financial and / or resource analysis includes budgetary analysis, financial analysis, forecasts, projections, student enrollment analysis, endowment income, fungibility of funds, etc.. Develops and makes recommendations on internal policy / procedural changes that affect graduate program cohort sizing, funding levels and divisional TAS allocations.


Required Qualifications
  • Advanced knowledge of finance policies, practices, and systems.
  • Ability to identify, collect, and analyze information from multiple sources.
  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Advanced degree in related area and / or equivalent experience / training

Preferred Qualifications
  • Advanced skills in navigating financial and student information systems in a large university setting

Salary & Benefits

This is a full-time, one-year contract position (extension is possible with continued funding).

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. 

The budgeted annual salary that the University reasonably expects to pay for this position is $95,300 - $150,000.
