Hiring/Budgeted Salary or Hourly Range: The budgeted salary range that the University reasonably expects to pay for this position is $67,000 to $86,844/yr.

 

Full Salary Range: The full salary range for the FINANCIAL SVC ANL 2 position is $27.16 to $46.70/hr. The full salary range for the FINANCIAL SVC ANL 3 position is $67,200/yr. to $119,600/yr.

 

Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties:

FINANCIAL SVC ANL 2 and 3

Supports campus customers and Design Facilities & Safety Services (DFSS) managers in the financial management and reporting of operations, designated program funding, and projects. Assists in establishing budgets and tracking expenses. Performs, analyzes, and coordinates project and operational statement preparation and reviews, daily accounting, billing, manages encumbrances and commitments, financial transfers, and reconciliations.

 

FINANCIAL SVC ANL 3

Serves as one of the department's principal accounting and financial services resource for budgets and expenses. Identifies issues, the best method to resolve them, and any process improvements required to prevent future occurrences. Analyzes, communicates, and prepares periodic and ad hoc financial reports. Supports DFSS departments: Design & Construction Services, Facilities Management, and Environmental Health & Safety, and understands their department specific needs and regular business operations.

 

FINANCIAL SVC ANL 2 Required Qualifications:

  • Bachelor's degree in Accounting, or an equivalent combination of education and work experience.
  • 1-3 years Relevant work experience. 

FINANCIAL SVC ANL 2 Preferred Qualifications:

  • Experience working with databases, spreadsheets, cloud collaboration tools, Power BI.
  • Experience with campus or enterprise financial systems including but not limited to PeopleSoft Financials, OFC Financials, Concur, Jaggaer/Gateway, Kronos, Online GL, and Data Warehouse.
  • Demonstrated ability using organizational skills to multi-task and adapt to changing priorities in a high-volume environment.
  • Demonstrated communication and interpersonal skills, ability to work independently, and with critical attention to detail.
  • Ability to exercise good judgment, common sense, and discretion, and to employ creative solutions, in assessing and solving problems.
  • Working knowledge of accounting principles, and accounting and finance policies, practices, and systems.
  • Ability to successfully function as a member of a team.
  • Familiarity with UCSB policies and procedures related to accounting, budgets, payroll, and Procurement.
  • Familiarity with common UCSB computer application programs and systems, including but not limited to Gateway, FlexCard, UCPath, Concur, and miscellaneous reimbursement applications.
  • Basic experience using spreadsheet and database software for financial analysis, fiscal management, and financial reports.
  • Familiarity with internal control practices and their impact on protecting University resources.

FINANCIAL SVC ANL 3 Required Qualifications:

  • Bachelor's degree in Accounting, or an equivalent combination of relevant education and work experience.
  • 1-3 years Relevant work experience.

FINANCIAL SVC ANL 3 Preferred Qualifications:

  • Bachelor's Degree in Accounting or relevant field.
  • 1-3 years Experience working with databases, spreadsheets, cloud collaboration tools, Power BI.
  • 1-3 years Experience with campus or enterprise financial systems including but not limited to PeopleSoft Financials, OFC Financials, Concur, Jaggaer/Gateway, Kronos, Online GL, and Data Warehouse.
  • Strong analytical skills and an ability to prioritize multiple tasks, and employ creative solutions to solve problems with minimal supervision.
  • Excellent communication and interpersonal skills, ability to work independently, and with critical attention to detail.
  • Ability to exercise good judgment, common sense, and discretion.
  • Strong knowledge of accounting principles, and accounting and finance policies, practices, and systems.
  • Ability to successfully function as a member of a team.

Job Functions and Percentages of Time:

  • 50% Budget Development & Monitoring - FINANCIAL SVC ANL 2 and 3 - With in-depth knowledge and independence, collaborates with managers to develop and manage annual operational and program budgets. Monitors budget performance, analyzes variances, and provides recommendations for corrective actions. Operates multiple internal Business & Financial Planning (BFP) and campus financial systems. Researches and responds to financial inquiries. Ensures that transactions are categorized appropriately and according to funding restrictions, and that adequate accounting records are maintained. FINANCIAL SVC ANL 3 - Reviews financial data for accuracy and tracks projected future expenses, income and appropriations. Leverages University knowledge to resolve discrepancies and anticipate potential issues. Works closely with departmental staff to understand and anticipate budgetary needs, regular business cycles, and provide guidance on financial matters.
  • 40% Financial Analysis & Reporting - FINANCIAL SVC ANL 2 and 3 - Performs regular reconciliations to the campus general ledger, project subledger and various internal systems to ensure data accuracy and integrity. Investigates and resolves discrepancies in financial records though multiple databases and campus systems, documentary files, and other records. Extracts, analyzes, and interprets appropriations, expenditure and encumbrances/commitments for reporting purposes. Prepares and reviews financial statements, along with variance reporting. FINANCIAL SVC ANL 3 - Prepares monthly financial reports and meets with managers to review the budget performance, financial forecasts, strategic planning, and project or program close-outs. Recommends changes to financial systems for better reporting and/or to accommodate and implement financial system changes. Analyzes and summarizes financial activity and prepares both periodic and ad hoc reports. Communicates financial information to non-financial stakeholders in a clear and understandable manner.
  • 10% Ad Hoc Financial Support - FINANCIAL SVC ANL 2 and 3 - Supports customers, and Design, Facilities and Safety Services staff with all financial, accounting, and approval procedures. Work with the financial and department teams to improve reporting and processes. Provides back-up support within the Financial Services unit in the areas of AR/AP and customer service. Maintains electronic records and business process documents. Ensures compliance with university policies, relevant regulations, and best practices in financial management, adapting to the perpetual changes in the campus and regulatory environment. FINANCIAL SVC ANL 3 - Makes recommendations for efficiency and process improvements to the Managers and the Director of Business & Financial Services. Reviews impacts and dependencies for change approval and plans and implements changes, including process documentation and training. Provides support during year-end closing, annual billings, account reconciliations and campus correspondence.
