Department Summary:

The UC Agriculture and Natural Resources (UC ANR) Financial Services Unit within the Office of the Controller is the principal organizational unit for providing leadership and technical expertise in the development, management, analysis, reporting and coordination of ANR financial services. The Office is responsible for ensuring that the UC ANR's financial affairs and those of the regional, county and special program offices are conducted in accordance with University business and finance regulations and funding agency constraints. This involves accounting functions such as analyzing, monitoring, preparing and reconciling financial information to reflect the condition of the organization and provide financial and other statistical data to control operations. Also involves preparation of financial reports to meet internal and external reporting requirements, and activities relating to developing, implementing, and monitoring accounting systems, policies, and procedures.

 

Position Summary:

The Accountant 3, under the supervision of the Assistant Director, is responsible for recording various general ledger transactions and adjustments. The Accountant is also responsible for preparation of detailed financial analysis and reports related to fiscal management of UC ANR. Financial management is complex, involving six (6) campuses and the Office of the President, each with distinct and different financial information and accounting systems. This position reports directly to the Oakland office location. Our current policy supports a hybrid work model, which may require occasional travel to our Davis location.

This position is a contract appointment that is 100% fixed, and ends two years from date of hire with the possibility of extension if funding permits. 

 

The home department for this position is Financial Services. While this position is based at 1111 Franklin Street, Oakland, CA, it is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

 

Pay Scale: $70,100/year to $97,400/year

Key Responsibilities:

40%

General Ledger Transaction Recording and Review

Based on understanding of generally accepted accounting principles (GAAP), responsible for accurate and timely recording of various general ledger transactions and adjustments. Ensures that cash deposits received at the ANR central office are processed in accordance with University policies and procedures. Provides backup assistance with transaction processing to various ANR administrative staff in their absence.

Financial Analysis & Reporting

Based on the knowledge of the different accounting systems of each campus, responsible for the oversight of the ANR portion of the General Ledger at the UCD, UCB, UCR, UCM, UCSC, and UCLA campuses. Reviews account and fund balances to ensure adherence to approved budget, and compliance with University policies and procedures. Resolves accounting problems by researching and analyzing transaction data and providing appropriate recommendations and assistance. Responsible for the maintenance of ANR organization and account codes.

Reviews and approves ANR user access to appropriate campus and Office of the President financial information systems.  

Responsible for reviewing extramural funds transactions and balances to ensure compliance with Federal and other agency restrictions. Responsible for identifying issues and providing the necessary directions, corrective actions, or recommendations for improvements.

Responsible for accurate compilation of data, development of clear and concise presentations, and other necessary functions associated with the preparation of various management reports.

Financial Policies, Procedures, and Systems Management and Training

As part of the Financial Services team, assists in the development and maintenance of ANR financial policies and procedures, based on knowledge of GAAP, University Accounting Policies and Procedures, Business and Finance Bulletins, Federal, and other agency regulations governing the financial affairs of the UC ANR.

Based on knowledge of UC Office of the President, UCD, UCB, UCR, UCM, UCSC, and UCLA financial information systems, policies and procedures, provides training and assistance to ANR staff on the use of the various information systems in the performance of their duties.

Provides assistance and guidance to all ANR. Administrative staff to ensure accurate and timely processing of various financial transactions Assists in the development and presentation of formal financial training sessions and provides assistance and individual training on financial policies and procedures.

Cash Management, Federal Funds Letter of Credit Drawdown

Responsible for the recording, monitoring and review of Federal appropriations transactions and balances. Ensures that transactions are recorded timely and accurately. Performs the timely drawdown of funds, ensuring compliance with Federal regulations governing the use of the funds. Responsible for the accurate and timely preparation of the quarterly and annual federal funds status reports.

Complex Accounting Projects

Provides analysis for complex accounting projects. With minimal direction from the Assistant Director, independently prepares complex reconciliations of ANR federal, state, and university funds on multiple UC campuses. Consolidates ANR general ledger data from multiple campus general ledgers to one general ledger. Prepares associated reconciliations and elimination journal entries as necessary. 

Assists in responding to financial audit requests from internal and external auditors.

Other duties as assigned by the Director and Assistant Director of Financial Services.

 

Requirements:

  • Bachelor's degree in accounting, business, economics or equivalent experience.
  • Three or more years progressively responsible professional accounting experience, preferably in University or Corporate Accounting.
  • Ability to independently gather, organize, and perform accounting related analysis.
  • Ability to present information in a clear and concise manner both in writing and verbally.
  • Thorough knowledge of financial transactions and financial systems, as well as related policy, accounting and regulatory compliance requirements.
  • Must be proficient in use of Microsoft Office and common desktop/web applications.
  • Experience and demonstrated in-depth knowledge of generally accepted accounting theories, principles, and practices (GAAP) as they apply to a wide variety of accounting transactions and fiscal troubleshooting; thorough knowledge of reconciliation processes, the accounting cycle, financial statements, SAS, internal controls, and GASB Statements.
  • Demonstrated ability to perform and coordinate complex accounting functions with multiple locations; skills to analyze and reconcile large volumes of financial data.
  • Problem-solving and analytical skills as demonstrated by the ability to gather relevant data, perform analysis, identify trends, and make recommendations to resolve accounting issues.
  • Demonstrated ability to analyze, translate, document, and implement new and/or revised complex accounting pronouncements issued by GASB, as well as standard accounting procedures; ability to interpret conflicting regulations and determine order of precedence in application.
  • Experience and demonstrated skills using PC based tools and online financial systems to perform transactions; monitor financial status; query, analyze, and forecast financial data; and prepare management level reports; ability to use financial tools to improve processes.
  • Meticulous attention to detail as demonstrated by the ability to consistently prepare and review financial transactions, ensuring correct coding of data and discerning data anomalies with a high degree of accuracy.
  • Excellent verbal and written skills as demonstrated by the ability to articulate ideas and issues clearly, concisely, and persuasively; ability to effectively communicate complex policies and procedures.
  • Demonstrated interpersonal skills to establish and maintain effective working relationships with clients and other staff members at UCOP and campus locations, and to respond positively and proactively to customer service needs and problems.

 

Preferred Skills:

  • Thorough knowledge of accounting function and assignments. 

 

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
