The full salary range for this position is $74,300 to $134,500/yr. The budgeted salary range that the University reasonably expects to pay for this position is $74,300 to $78,900/yr.

Brief Summary of Job Duties:

Under the direction of the Associate Dean and using in-depth understanding of the field of Public Education, the Senior International and Business Development Manager applies independent thought and problem-solving skills to shape new programs and new collaboration formats between UCSB Extension and a variety of academic and non-academic partners. Independently implements and manages collaboration and partnership agreements with: Third party curriculum providers, UCSB Departments and service providers, International universities, and recruitment agencies, Other Higher Ed organizations, including other UC Extensions. Oversees a Senior Program Manager for International Programs (PES3) ensuring continual success of all programs directed to Extension's international audience. Collaborates with the Senior Program Managers and Continuing Educators to expand academic opportunities for international students, custom programs and other initiatives. Is responsible for budgeting of all programs under their jurisdiction, working with Finance, Marketing and Customer Success and Outreach to evaluate the support impact of all and new and existing initiatives. Works with the Customer Success and Outreach Supervisor in establishing policies practices in customer relationship management, with a focus on international students, agencies, and third party partnerships. Supervises the UCSB extension Principal Designated School Official (PDSO)

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Continuing education in related field.
  • 1-3 years of work experience in producing and delivering public educational programs. 
  • 1-3 years of experience in outreach to academic departments, professional associations, and/or corporations and in developing organizational collaborations.
  • 1-3 years of experience in supervising team members. 
  • Ability to understand and comprehend the departmental and campus policies and procedures.
  • Working knowledge of current public education programs and trends.
  • Knowledge of and ability to conduct Educational needs assessment.
  • Excellent analytical skills to understand how business needs can be addressed through the design and delivery of training programs.
  • Solid knowledge of MS Office Suite, Google Suite or equivalent.
  • Demonstrated, excellent interpersonal and writing skills for collegial and professional exchanges with diverse audiences including students, Job Standards of students, faculty, and staff.
  • Service orientation, active listening, critical thinking.
  • Advanced analytical, problem solving, interpersonal, communication and presentation skills.
  • Demonstrated thorough knowledge of the organization's policies and procedures; advanced knowledge of functional area and understands how work impacts other areas of public educational programs.
     

Preferred Qualifications:

  • 4-6 years of work experience in producing and delivering public educational programs. 
  • 4-6 years of experience in outreach to academic departments, professional associations, and/or corporations and in developing organizational collaborations.
  • 1-3 years of experience with Customer Relationship Management (CRM) software and/or ticketing system. 
  • 1-3 years of experience with obtaining Homeland Security's Student and Exchange Visitor Program certification and immigrations requirements for J-1 visas.
  • 1-3 years of experience in Management, Marketing, and Business processes. 
  • 1-3 years of experience working with Destiny Systems. 
  • Advanced knowledge of accredited and / or certificate program instruction and delivery methodologies, the organization, market and business strategies.

Job Functions and Percentages of Time:

 

60% Management of Academic Partnerships - Working in close collaboration with the Associate Dean of Extension, the Senior International and Business Development Manager is responsible for independently creating new affiliation agreements between Extension and outside entities, including third party curriculum providers UCSB Departments and service providers, International institutions, universities, agencies and other schools and universities for collaboration programs. For all these programs, the Senior International and Business Development Manager is responsible for ensuring curriculum requirements and budgeting are in line with Extension objectives, and abide by all UC rules and regulations. 

 

Interfaces with internal departments to ensure academic advising, budgeting, analysis, reporting, and inter and intra-department communications. Collaborates with Admissions Services, Customer Success and Outreach, and other Program Managers to provide excellent student support and outcome. Will supervise the workflow of a Senior Program Manager (PES3) and manage processes to ensure academic quality and student success. 


The areas under the purview of the Senior International and Business Development Manager are: 

  • UCSB Departments and service providers: maintaining relationships with Academic Departments and Advisors to implement special programs, certificates, funding additional seats, sections for Extension students, and optimizing seats for international students and other Open University participants. Maintaining relationships with UCSB service providers for services to our students, including immigration, recreation, participation in campus events, and more. 
  • With the support of the International Programs Senior Program manager and their staff, oversees academic agreements with international institutions, universities, and agencies. 

For all these areas, where applicable, the incumbent will: 

  • Manage academic quality assurance and improvement processes as defined by Extension leadership, including managing the implementation of standards for course preparation, assessment, and evaluation. 
  • Manage resolution process for academic issues with instructors, partners and internal constituencies. 
  • Provide regular reports on results to the Associate Dean. 
  • Under the guidance of the Associate Dean, collaborate closely with program managers in the department to ensure standardization of quality and administration processes across programs. 
  • Work closely with the Associate Dean and Academic Advisory Boards to ensure excellence in all areas of instruction across programs. 
  • Work with Finance to oversee the reconciliation program budgets. Provide regular reports and contributes to enrollment and budget projections to Extension senior management team. 
  • Collaborate with Finance, Marketing and Customer Success and Outreach to evaluate the support impact of all and new and existing initiatives. 
  • Oversee the Senior Program Manager in evaluating and adjusting course curriculum through student course and outcome evaluations and levels of interest shown. 
  • Collaborate with Extension Registrar, Customer Success and Outreach, Program Support, Finance, and Marketing to provide excellent student support through advising and optimization of student communication and information sharing. 
  • Manage and collaborate with the Senior Program Manager to provide timely resolution of student and instructor inquiries, concerns, and grievances. 
  • Work with all the Program Managers for continuous quality process improvement.

30% New Program Research & Development Supervision - The Senior International and Business Development Manager applies independent thought and problem-solving skills to shape new programs and new collaboration formats between UCSB Extension and a variety of academic and non-academic partners. Specifically: 

  • Evaluates curriculum, budgeting, operational overhead, and implementation plans for third party entities providing courses for Extension student audiences. This includes private companies as well as other Extensions. 
  • Pursues affiliation with other schools and universities for collaboration programs, such as State of California grant-funded GROW - directed to North Country underserved students and all similar future endeavors; or our Pathway programs in collaboration with UC Berkeley and Santa Barbara City College; pursuing similar programs and collaborations. 
  • Establishes evaluation criteria for measuring outcomes and impact, and works with Finance to evaluate the expected ROI for each new program. 
  • Works with Associate Dean to forge the direction for program development to be implemented by the International Team they supervise.

 

10% Oversight of Immigration services - Supervises UCSB extension Principal Designated School Official (PDSO), the main point of contact for issues related to United States SEVP (US Dept. of Homeland Security's Student and Exchange Visitor Program) certification. 

  • In collaboration with the UCSB Extension Customer Services and Outreach Supervisor, oversees the training of UCSB Extension's Designated School Officials (DSO). 
  • Serves on hiring committees for Immigration Programs staff. 
  • Oversees the collaboration between UCSB Extension alongside UCSB Office for International Students and Scholars and INS, to acquire the necessary expertise for process implementation of UCSB Extension International Programs Immigration, with particular regard to issuing of J1 visas. 
  • Strategic alliance with OISS. 
  • Develops internal resources for training.
