DEPARTMENT OVERVIEW

The California Digital Library is a collaborative effort of the ten campuses of the University of California. As a UC systemwide library, CDL provides services to and on behalf of the UC system in partnership with the UC campus libraries. As a globally-connected digital library, CDL occupies a unique position between the local UC campuses and the global digital library infrastructure. The primary user base for CDL services and programs includes UC faculty, students, and library staff. The CDL is a unit within the UC Office of the President, and has a staff of 70+.

POSITION SUMMARY

The University of California Libraries and the California Digital Library (CDL) are at the center of a broad strategy to transition UC's multi-million dollar journal license expenditures to open access publishing through negotiated transformative agreements with scholarly publishers. The development and adoption of new open access publishing models requires CDL to expand its current capacity to include additional focus on strategic planning and workflow development, implementation and assessment. CDL is also committed to partnering with other North American academic institutions, offering expertise and direct support in an effort to accelerate the global transition to open access.

Reporting to the CDL Shared Collections Program Director, the Open Access Publisher Agreements Manager will work in the midst of this exciting and evolving space, supporting the open access publishing activities of the UC academic community, particularly as they relate to evolving transformative agreements with scholarly publishers. Leveraging deep familiarity with academic publishing, the successful candidate will develop new business workflows and mechanisms that implement and operationalize transformative publishing agreements between the University of California Libraries and multiple academic publishers. In this capacity, a priority of the position will be to provide support to UC authors and campus librarians in guiding author interactions and outreach activities across the campuses to ensure a positive author experience, and to coordinate CDL's responsiveness to their needs and concerns. The incumbent will also contribute to assessing UC's open access agreements, and will work directly with publishers in implementing cost-allocation and payment mechanisms and monitoring compliance with open access terms.

This position is a three-year contract appointment and includes the same generous employee benefits afforded UC career employees. Applicants from outside the Bay Area who wish to work remotely will be considered.

Service Management: In partnership with the CDL Open Access Collection Strategist and campus library partners, supports the open access publishing activities of the UC academic community as they relate to evolving transformative agreements with scholarly publishers. Collaborates with campus library partners to monitor trends and identify needs related to the implementation of open access publishing agreements. Actively develops positive and effective working relationships with publisher colleagues with the goal of successfully implementing transformative publishing agreements, including monitoring compliance with open access terms. Assesses the outcome and performance of individual publisher agreements and recommends workflow and business model adjustments as necessary.

Workflow Development and System Support: Manages tasks and projects across multiple publisher implementations as they unfold over time. Implements publisher workflow and cost-allocation mechanisms that appropriately assign and track costs at the article level. Works with publishers to validate UC author affiliations and ensure that publisher submission systems accurately identify such affiliation. Develops and monitors new procedures for paying invoices and tracking payments both centrally and at the campus level. In partnership with CDL and publisher design teams, works to design and embed appropriate author messaging and decision points into diverse publisher workflow systems. Applies knowledge of user behavior to proposals for technical and programmatic improvements.

Outreach & Communication: Develops and participates in campus outreach activities and informational campaigns to raise awareness of open access transformative agreements. Communicates to campus librarians the steps being taken to implement specific open access publisher agreements and works with local library units that need to actively participate in local implementation activities. Advocates for author participation in open access publishing under transformative agreements. Engages with and provides information to a variety of stakeholder groups, including gathering input regarding workflow and implementation of open access agreements.

Reporting: Provides periodic progress reports outlining key activities and progress toward achieving overall goals. Ensures the preparation and maintenance of documentation outlining workflows and processes.

Training: In partnership with campus library partners, assists local campus liaisons in providing support for authors publishing under open access agreements, including explaining submission and payment workflows, technical system support, troubleshooting and problem resolution.

Required Qualifications

  • Deep familiarity with faculty publishing behaviors, their significance in the academic reward system and other settings; solid understanding of both open access and library publishing initiatives.
  • Excellent collaboration skills and commitment to providing high-quality services, as demonstrated by the ability to develop productive partnerships with stakeholders both inside and outside UC.
  • Experience managing outreach efforts with a demonstrated ability to convey the value of a product or service to potential users and maintain engagement with established clients.
  • Demonstrated ability to work well in teams and independently and to communicate effectively with vendors, faculty and staff at a variety of levels within the organization both orally and in written form.
  • Understanding of project management principles and best practices.
  • Experience managing one or more large-scale projects from planning to implementation.
  • Demonstrated ability to understand technical issues at a conceptual level and effectively convey and explain to information to users.
  • Knowledge of trends and issues in scholarly communication, online academic publishing trends and associated opportunities.

Education

  • Bachelor's degree in related area.

SALARY AND BENEFITS

Salary: $100,000 - $110,000 commensurate with experience.
