Departmental Overview

The Office of Environment, Health & Safety's (EH&S) mission is to provide guidance and services to the campus community that promote health, safety, and environmental stewardship.

EH&S is a highly dynamic, fast paced, committed organization focused on promoting workplace safety and environmental protection for the campus community. The Safety Specialist provides direct safety & health services including consultation to campus partners in support of the Workplace Safety Program, Injury & Illness Prevention policy, consensus standards, and best practices. The incumbent will develop, implement, and monitor campus safety & health programs and policies to prevent injury/illness and to ensure compliance with federal, state, and local environmental, health, and safety regulations

  • Under general supervision, implements EH&S programs / policies in the following field: occupational safety. 
  • Provides training in specific program area. Assist in the development of, present, and document safety training for campus staff and others as required. Training subjects may include: fall protection hazard communication, shop  safety, machine guarding, energy control/lock-out/tag/out, ladder safety, PPE, hazard awareness, confined space and other subjects as assigned, with an emphasis on CCR, Title 8 mandated training. Participate in the continuous improvement process to ensure training and training products are of the highest quality and meet established training needs.
  • Serve as EH&S resource to client-departments and locations on implementation of the Injury and Illness Prevention Policy (IIPP), Workplace Safety Program, and Building Emergency Plan (BEP).
  • Conduct field observations and worksite reviews to identify hazards, hazardous conditions, and questionable procedures. Develop and implement strategies to eliminate or control identified hazards and reduce potential for injuries on campus. Communicate CCR, Title 8 regulatory compliance requirements and university safety policies, procedures and best practices to employees, supervisors and managers.
  • Organize and assist in the analysis of incident and injury reports to identify workplace injury trends, patterns, and prevention opportunities. Interviews employees regarding perceived safety problems. Assist with targeted campus safety campaigns.
  • Oversees the campus AED program.  Coordinates and conducts quarterly inspections with a third-party contractor who services and replaces AEDs and parts.  Maintains campus AED inventory, map, and list of associated building contacts.
  • Conduct scheduled and unscheduled audits and/or inspections of campus shops, work facilities, theaters, athletics facilities, dining facilities, and other high hazard areas to determine compliance with Federal, State, and local regulations/codes, and University policies. Inspection activities will include providing guidance on the proper usage, storage and maintenance of equipment, tools and machinery, proper safety procedures, and safety signage. Inspect equipment to ensure safe working conditions; remove equipment from service as necessary. Review training records, inspection records and written programs maintained at the inspection work sites. Shop and some other audit/inspection results will be recorded using the UC system-wide applications, such as the Inspect tool.
  • Maintain the campus Hearing Conservation Program.  Conduct personal noise dosimetry or area noise sampling.  Coordinate with the campus Occupational Health Clinic to ensure audiogram assessments and noise training is completed annually for enrolled members of the program.  
  • Respiratory Protection Program:
    • Support the campus respiratory protection program by performing quantitative fit tests for campus clients using different types of respirators, including N95s, half-face, and full-face respirators.
    • Conduct periodic field evaluations to determine the necessity and adequacy of respiratory protective equipment.
    • Present and document employee respiratory training; coordinate and consult with University Health Service (UHS) relating to medical qualification of respirator wearers; and provides individual respirator fit testing.  
  • Investigate safety concerns reported to EH&S by faculty, staff and students. Advise and assist responsible parties regarding practical solutions. When warranted, develop & implement strategies to eliminate or control identified hazards and reduce potential for injuries on campus. 
  • Conduct investigations and prepare reports on injury and near miss claims as assigned. Investigation tasks will typically include interviews, photography, measurements, and the collection of evidence. Conduct follow up visits to ensure remediation, repairs or modification of equipment or job site have been completed. As an investigator, the incumbent will coordinate and collaborate with supervisors, other involved personnel, and the campus Workers' Compensation staff and third party administrator
  • Indoor Air Quality:
    • Conduct indoor air quality (IAQ) assessments commonly including ventilation system evaluations (for proper airflow, air filtration efficiency, temperature and humidity), air sampling (for microorganisms and/or hazardous chemicals), and identification of contributing environmental factors.
    • Establish efficient investigative methods for IAQ assessments.
    • In partnership with department management to address potential human resource concerns, respond sensitively and with discretion to occupants' health concerns.  
    • Determine appropriate assessment methods based on occupant interviews, knowledge of campus building systems, and on-site observations. 
    • Coordinate involvement of maintenance staff in ventilation system assessments to promote understanding and resolution of problems when improvements to the mechanical systems are indicated.
    • Discuss findings, as appropriate, with concerned building occupants in a group forum.
    • Document IAQ assessments in succinct reports, describing complex evaluations and criteria, and including recommendations for corrective actions.
    • Interface with campus departments to increase understanding of the importance of good indoor air quality.  Work with campus units such as Occupational Health, Energy Management, and Facilities Services to balance the goal of optimal indoor air quality with fiscal and design considerations.
    • In the course of possible indoor air quality and mold investigations, incumbent may require access to steam tunnels, machine and/or mechanical rooms to assess HVAC efficacy and maintenance status.
  • Maintains and applies working knowledge of technical aspects of various regulatory requirements and the impact to the operating unit. Applies relevant laws, regulations, codes and standards with minor refinements to procedure(s) as applicable.  Use sound judgement in applying this knowledge with clients, while serving on the EH&S team, and when utilizing resources.
  • Staff Development: Work on professional committees and assignments, participate in professional training and attend relevant conferences, and be mentored or coached on a formal or informal basis.
  • Performs other duties as assigned, including but not limited to: 
    • May be assigned as Industrial Hygienist On-Call: On a rotational basis, during business hours, provides industrial hygiene services for emergency indoor air quality calls and industrial hygiene support to large, highly hazardous or unfamiliar chemical spills.
    • Attend training and team meetings in support of the IH on Call and DURT programs.
    • May be assigned to serve as the Alternate Department Safety Coordinator for EH&S department.
    • At the request of campus management (EH&S Director, VC Research, UCPD Chief, or designated alternate), serve in a designate role within the EH&S Emergency Support Function and be on call to the campus Emergency Operations Center in a campus designated disaster or campus hazardous material release/threatened release. Provide appropriate emergency response role based upon expertise and, where applicable, designated departmental role.

Required Qualifications
  • Solid, comprehensive working knowledge/understanding of a specific EH&S field including related laws and regulations, and general understanding of all EH&S fields.
  • Solid organizational skills to plan, organize, and prioritize multiple projects.
  • Good written, verbal, and interpersonal skills to communicate effectively in a diverse environment.
  • Skill in the appropriate use of technology and relevant scientific equipment as required.


  • Bachelors degree in related area and/or equivalent experience/training

Preferred Qualifications
  • Associate Safety Professional (ASP) or Occupational Hygiene and Safety Technician (OHST) certification.

Salary & Benefits

This is a non-exempt, biweekly paid appointment. Hourly pay is commensurate with experience within the range of $29.12 -$40.23 per hour.
